The first encounter with the BORG WAS in TNG when Jean-Luc Piccard was captured and assimilated resulting in the creation of Lucutis.

BUT, the characters on Voyager also encountered them later on and during this, of many encounters because the BORG Queen has a real hardon for the Starfleet folks, was when 7of9 joined the crew.
