Putting up Maggie and anyone else from that side would have further alienated him and Rachel from any future alliance later. And he would only (at this point) have Sarah, James, and Janelle as their "team". However, putting James and Sarah up- he guarantees that James will be gone( if he doesn't win PoV), eliminating later competition- James IS a strong player. It also gained respect from the "other" side, so that he and Rachel have options. Should Eric come back, (that is SO iffy), Howie has the security in knowing that as "noble"

I think Howie played it smart. James was everyone's worst enemy... and I really didn't like that he swore on the bible, then later renigged, blaming it on circumstances. That was BS.. He's dirty and would play til the end coniving and lying
